According to the Oxford dictionary bilingual means:

Mid 19th century: from Latin bilinguis, from bi- having two + lingua tongue + -al.

bilingual:/bʌɪˈlɪŋɡw(ə)l/

Therefore, a person is bilingual when s/he is fluent in two languages (oral and written)
